Bailey is Professor Emeritus of Rural Sociology and Flynt is a Distinguished University Professor of History.

The Atlanta Fed’s Community and Economic Development department, which is organizing the seminars, conducts research to uncover barriers to and opportunities for development in rural and urban areas within a region that includes Alabama, Georgia, Florida, and parts of Tennessee, Mississippi and Louisiana.

Bailey and Flynt were asked to contribute historical and sociological insights into structural constraints that have impeded rural development in the South for generations, with particular reference to challenges faced by low-income and politically marginalized populations. The 12 regional Federal Reserve Banks serve as the operating arms of the nation’s central banking system. Best known for its role in establishing monetary policy but also plays an influential role in supporting efforts that improve economic mobility and a healthy economy for all residents of the United States.
